  Among the consular services are: 

    MIGRATORY REGULATIONS FOR TRAVELERS

    The requirements and documents required by the Cuban immigration authorities for those who wish to visit the country are the following:

    AS TOURISTS:

    Valid passport or equivalent document.

    Visa ("Tourist Card").  Entry in Cuba will be registered with a stamp on the "Tourist Card", not on the passport.

    Embarkation- disembarkation card for citizens from countries with which Cuba has signed a visa exemption agreement.

    To declare his/her whereabouts while in Cuba, at the frontier control.

    Return or continuation ticket.

    Economic solvency.

    AS PASSERS-BY:

    Valid passport or equivalent document.

    .  Visa.

    .  Embarkation- disembarkation card.

    . Return or continuation ticket.

    PEOPLE IN TRANSIT OR TRANSFER:

    Valid passport or equivalent document.

    Visa, should his/her stay exceed 72 hours.

    Confirmed hotel reservation.

    Confirmed ticket for the itinerary to continue travel.

    Economic solvency.

    TO INVITE A CUBAN CITIZEN TO VISIT FINLAND OR A BALTIC COUNTRY

    1. The first step is to issue a LETTER OF INVITATION, legal document in which the person who invites makes a commitment to afford all the expenses of the invited person while abroad (trip and stay). This document must be issue at the Embassy. The charge is 160.00€. The Cuban Embassy will send the Letter to Cuba by the Diplomatic couriers. It is possible to use the electronic mail, but the cost additionally would be 25.00€

    2.  The Ministry of Foreign Affairs of the Republic of Cuba receives the document and legalizes it before sending it to Consultoría Juridica Internacional, institution that will contact the invited person to continue the process.

    3.   The whole process will take approximately 3 months. If you use the electronic mail would be ready in two o three weeks. The Letter of Invitation is valid for one year, to allow the person to choose the appropriate moment to travel.

    4. The invited person have to be older that 18 years old.

     5. The invited person will receive permission for travel for a month. He/She could remain abroad until 11 months if is extend the permission at the Embassy monthly. The fee per month is 35.00€

     6. The host must to contact the appropriated Finnish authorities that request more information like, ticket, economic solvency, travel insurance and the other requirements that the Embassy of Sweden in Havana ask for grant the Schengen visa.

     PROCEDURE TO OBTAIN A TOURIST CARD

    1. Fill in the application form and send it or bring it to the Embassy (do not include your passport). You may obtain the application form at the Embassy or through the link bellow, in MS Word format.

    2. Provide a photocopy of the main page of the Passport.
    3. The Tourist Card will be issued as soon as the consulate receives the application form. Normally the procedure takes two workdays.
    4. Please check application fee and other information at the bottom of the application form.

     

    Tourist Cards allows you to stay in Cuba for a month. The tourist visa is possible to be extended for a second period of 30 days. With tourist cards you are supposed to stay at hotels in Cuba, but if you are staying at a private residence, you must go to the nearest immigration office, once in Cuba, with the person you wish to stay and request a change of your visa category.

    PROCEDURE TO OBTAIN A FAMILY VISA (A2)

     

    Family visa is only given to people with close relatives in Cuba or people married to a Cuban citizen.

    1. Complete the application form and send it to the Cuban Embassy with the Passport or the photocopy of the main page. You may obtain the application form at the Consulate or through the link above, in MS Word format.
    2. The authorization procedure to issue this visa takes at least, 21 days from the date the Embassy receives the completed application form.
    3. Once the Embassy communicate that the visa is ready, you must send the passport for to stamp it the authorization for entry to Cuba.

    PROCEDIMIENTO PARA SOLICITAR PERMISO DE ENTRADA

     

    Los ciudadanos cubanos que necesiten Permiso de Entrada (PE) lo pueden solicitar de la siguiente forma:

    1. Llene la aplicación de solicitud, anéxele una fotografía y envíelo a la Embajada con el pasaporte o una fotocopia de éste. Usted podrá obtener el modelo directamente de la Embajada o por medio del enlace que aparece debajo, en formato MS Word.

    2. El procedimiento para la tramitación de un Permiso de Entrada demora como mínimo, 21 días, a partir de la fecha de su solicitud.
    3. El pago del Permiso de Entrada se efectuará en efectivo y éste se deglosa de la siguiente manera.

    • Costo del Permiso de Entrada                50.00€
      • En el momento de la solicitud el interesado debe abonar el 50% (25.00€) y el otro 50% (25.00€), en el momento en que se le otorgue el Permiso de Entrada.
    • También en el momento de la solicitud el interesado deberá abonar el costo de la tramitación del Permiso de Entrada (Artículo 25 a del Arancel Consular) cuyo valor es de 25.00€.

      Total a pagar en el momento de la solicitud:    50.00€

      Total a pagar en el momento del otorgamiento:    25.00€

       

    • Si el interesado no se persona en la Embajada para realizar los trámites se le aplicará el Artículo 25 a del Arancel Consular que también contempla el Trámite No Personal debiendo abonar además del costo de solicitud y tramitación la suma de 25.00€ por el concepto de Trámite No Personal.

    • Todos los gastos de correo están a cargo de los interesados. Si desea que sus documentos le sean devueltos por correo (ordinario o certificado) deberá enviar junto con la solicitud un sobre con el franqueo necesario para su devolución o en su defecto el efectivo (5.00€) para pagar el franqueo que corresponda. La Embajada no se hace responsable con la pérdida de documentos enviados por correo ordinario.

    PROCEDURE TO OBTAIN A BUSINESS VISA 

    1. Complete the application form and send it to the Embassy. You may obtain the application form directly to the Embassy or through the link above, in MS Word format.
    2. With the application form, send also the Passport or a photocopy of the main page.
    3. The authorization process to issue these visas takes at least 15 days from the date the Embassy receives the completed application forms.

    GETTING MARRIED IN CUBA?

     

    The following applies to non-Cuban nationals wishing to get married in Cuba:

     

    1.- A person who have NEVER been married before need the following documents:

    - presentation of passport and tourist card upon arrival and

    -the legal capacity certifying he/she is single and a birth certificate.

     

    2.- A person who HAVE been married before, must produce the following documents:

     

    - if divorced, Certificate of Divorce

     - If widowed, Certificate of Marriage and Certificate of Spouse Death.

     

    These documents (including the Birth Certificate) must be legalized by a notary public and authenticated by the Ministry of Foreign Affairs of Finland. These documents should be translated into Spanish (The Spanish version should be issue by the official translator in typewritten and without corrections or erasures, as an official document as those copies are legalized as well as the original documents).

     

    If the documents are not from Finland, they must be authenticated at the Embassy or Consulate in Helsinki of the country they are originally from.

     

    Finally, the certificates together with their corresponding translations should be brought or sent to the Embassy. The fee is 100.00€ per document, (originals and translations are two documents) payable in cash to Cuban Embassy. Once legalized, the documents can be picked up personally or sent back to you in the way you wish (by a collect Courier or by ordinary mail service). The request person would be covering the return of documents.



    IMPORTANT: The Birth Certificate and the Certificate of Marital Status, Divorce, etc. are different documents and they should be submitted as separate documents. No document can be accepted without the translation into Spanish since the latter is the official language in Cuba and documents in English only or in any other language have no legal status there. In case of a couple, the documents are personal; that is to say, a Birth Certificate and a Certificate of Marital Status separately (two sets of documents for each person).

    INSTRUCCIONES PARA LA SOLICITUD Y PRORROGA DE PASAPORTE.

     

    La planilla es única tanto para la confección por primera vez, renovación, como prórrogas de pasaporte

    Toda persona nacida en Cuba que no posea el documento acreditativo del Estado cubano donde conste que ha perdido la ciudadanía cubana, debe presentar su pasaporte cubano para entrar al territorio nacional, con la excepción de aquellos que emigraron antes del 31 de diciembre de 1970 y que lo acrediten con documentos legales.

    El Pasaporte Cubano tiene una validez de 2 años, contados desde la fecha en que fue expedido, el cual puede ser prorrogado dos veces por 2 años cada vez. Esto significa que a partir de la fecha de expedido, el Pasaporte Cubano puede ser utilizado por 6 años y para que sea válido debe tener todas las prórrogas que le corresponden, de acuerdo al momento en que se utilice.

    CONFECCION DE NUEVO PASAPORTE (con Pasaporte anterior vencido) ---180.00€

    Para solicitar la elaboración de un Pasaporte nuevo con un pasaporte anterior vencido, es necesario presentar:

    a.. Pasaporte anterior vencido y debidamente actualizado (con todas las prórrogas realizadas)

    b.. Planilla de solicitud correcta y totalmente llenada, que está disponible en nuestras Oficinas o la puede obtener a través del siguiente enlace : PLANILLA DE SOLICITUD

    c.. 2 fotos de 4,5 cm x 4,5 cm, a color, sin espejuelos oscuros, cabeza descubierta y ropa adecuada (en el caso de los hombres, camisa o pullover con cuello)

    Como alternativa puede enviar el Pasaporte vencido, la Planilla de Solicitud y las fotos por Correo Convencional (Postal), adicionando el importe correspondiente al servicio no personal o trámite por correo: 25.00€

    CONFECCION DE NUEVO PASAPORTE (sin Pasaporte anterior): 180.00 €

    NOTA: Debe tenerse presente que en este caso la solicitud será enviada a Cuba debiéndose esperar que Inmigración envié el documento confeccionado

    Para solicitar la elaboración de un Pasaporte nuevo, sin poseer pasaporte anterior, es necesario presentar:

    a.. Inscripción de Nacimiento con no más de dos años de expedida.

    b.. Planilla de solicitud correcta y totalmente llenada, que está disponible en nuestras Oficinas o la puede obtener a través del siguiente enlace : PLANILLA DE SOLICITUD

    c.. 2 fotos de 4,5 cm x 4,5 cm, a color, sin espejuelos oscuros, cabeza descubierta y ropa adecuada (en el caso de los hombres, camisa o pullover con cuello)

    Como alternativa puede enviar el Pasaporte vencido, la Planilla de Solicitud y las fotos por Correo Convencional (Postal), adicionando el importe correspondiente al servicio no personal o trámite por correo: 25.00€

    Recuerde siempre mantenerse informado de su gestión comunicándose con nuestra oficina periódicamente.

    CONFECCION DE NUEVO PASAPORTE (con pasaporte anterior extraviado): -- 180.00€

    NOTA: Solo podrá aceptarse una solicitud en estas condiciones si se está previamente inscrito en nuestro Consulado y existe en nuestros archivos fotocopia del documento extraviado. En tal caso es necesario presentar:

    a.. Denuncia ante la Policía por pérdida de Pasaporte

    b.. Planilla de solicitud correcta y totalmente llenada, que está disponible en nuestras Oficinas o la puede obtener a través del siguiente enlace : PLANILLA DE SOLICITUD

    c.. 2 fotos de 4,5 cm x 4,5 cm, a color, sin espejuelos oscuros, cabeza descubierta y ropa adecuada (en el caso de los hombres, camisa o pullover con cuello)

    d.. Importe correspondiente al servicio (infórmese antes en nuestra Sección)

    Como alternativa puede enviar el Pasaporte vencido, la Planilla de Solicitud y las fotos por Correo Convencional (Postal), adicionando el importe correspondiente al servicio no personal o trámite por correo: 25.00€

    EN TODOS LOS CASOS:

    Los gastos de correo y certificación estarán a cargo del interesado, por lo que debe enviar junto con su solicitud:

    - un sobre con el franqueo suficiente para correo certificado Finlandia-París.

    - 6 Cupones de la Unión Postal Universal (comprar en cualquier Oficina de Correo) para cubrir correo certificado París-Finlandia.

    - un sobre con el franqueo suficiente para el servicio de correo certificado de retorno del pasaporte a usted en caso de que haga trámite a través del correo.

    PRÓRROGA DE PASAPORTE......... 90.00 Euros.

    Todos los trámites deben hacerse a título personal. Cuando el interesado no se persone en la embajada para la realización de los trámites se le aplicará

    el artículo 27a del arancel consular; (trámite no personal), por el que deben abonar adicionalmente al trámite.... 25.00 euros. En todos los casos los gastos de correo deben estar a cargo de los interesados. Para el retorno de los documentos usted deberá enviar un sobre con los sellos y la certificación ya establecida. Del mismo modo cuando desee algun modelo para cualquier trámite y no pueda presentarse en la Embajada, debe enviar un sobre con los sellos estampados para enviarle lo que usted solicita, siempre agregando una nota en la que especifique que tipo de modelo solicita.

    Para solicitar la prórroga del Pasaporte se debe:

    a.. Presentar el Pasaporte vencido

    b.. Planilla de solicitud correcta y totalmente llenada, que está disponible en nuestras Oficinas o la puede obtener a través del siguiente enlace : PLANILLA DE SOLICITUD

    c.. Abonar el importe del servicio. -- 90.00€

     

    CUSTOMS REGULATIONS

    CUSTOMS DUTIES AND TAXES.

     ALL TRAVELERS

    • travelers shall be in the obligation to declare to Customs the items importation of which is regulated or those items intended to be permanently imported.
    • travelers shall not be allowed to introduce into the country articles the importation of which is expressly prohibited.

    TOURISTS AND TRAVELERS HAVE THE RIGHT TO IMPORT

    • personal belongings which are to be admitted into the country with total relief of Customs duties. In general it is understood that the term personal belongings includes items - whether new or used - that a traveler could reasonably require for personal use for the duration of the trip taking into consideration all the circumstances of the voyage and its intermediate stops. It excludes any goods imported or exported with commercial or definitive purposes.
    • Except for the under aged - new or used articles which are not part of his/her personal belongings and valued up to a total of $250.00 (two hundred and fifty) Cuban Pesos.

     TRAVELERS ALSO MAY:

    • on arrival - import all or part of his/her personal belongings as non accompanied luggage;
    • with relief from the payment of duties and taxes - import up to 10 kg of medicines in original packaging and readily identifiable;
    • import up to one hundred (100.00) Cuban pesos in national currency, and up to two hundred (200.00) Pesos of the instrument of payment designated Convertible Peso;
    • import without limit any amount of free convertible currency in cash, bankers orders, cheks, drafts or other means of payment. However, in the case of Non-Residents in the country, should the import exceed the amount of five thousand dollars (US$ 5000.00) and under the intention of subsequently exporting a higher amount than the said five thousand dollars, the traveler should lodge a Declaration of Values at the Customs Office of the point of entry in order to justify the amount intended to export on departure;
    • import jewels and other objects made of precious metals and stones. However, in the case of Non-Residents in the country, should the overall value of the imported items exceeds five thousand dollars (US$ 5000.00) and under the intention of subsequently exporting a higher amount than the said five thousand dollars, the traveler should lodge a Declaration of Values at the Customs Office of the point of entry in order to justify the value intended to export on departure;


    Tourist:

    Persons arriving in Cuba as tourists shall be subject to the same general regulations applicable to the rest of travelers.

     Cuba is a signatory country to the Convention on Customs Facilities for Tourism and Cuban national legislation complies with stipulations of the said Convention.

     For Customs purposes the term "Tourist" applies to persons not permanently residing in the country, regardless of their nationality, who enter the national territory for purposes of pleasure, business, health, pilgrimage, sports, etc., for a period of over 24 hours and under 6 months.

    Tourists are entitled to import as personal belongings items described as such in the text of the afore mentioned Convention on Customs Facilities for Tourism, which will be admitted into the country as a "temporary admission" with total relief of the payment of Customs taxes. These items must be re-exported on departure of the tourist.

    Tourists are entitled to temporarily import a light motor vehicle for a period of up to 30 days and extendable for another 30 days on request.

    Tourists are also entitled to definitively import - apart from their personal belongings - new or used articles with an overall value of $250.00 (two hundred and fifty) Pesos. Up to an amount of $ 50.00 (fifty) Pesos, the said items shall not be subject to the payment of Customs taxes. The remaining value - up to the established limit of $250.00 (two hundred and fifty) - shall be subject to the payment of Customs taxes equal to 100% (one hundred percent) of their value.

    Permanent residents :

    Permanent residents in the country shall be subject to the same general regulations applicable to the rest of travelers and must declare regulated or prohibited articles they carry or are part of their personal belongings.

    In addition to the personal belongings temporarily exported when they departed the country, permanent residents shall be entitled to definitively import - on one occasion in every natural year - new or used articles with a maximum overall value of $250.00 (two hundred and fifty) Pesos. Up to an amount of $ 50.00 (fifty) Pesos, the said items shall not be subject to the payment of Customs taxes. The remaining value - up to the established limit of $250.00 (two hundred and fifty) - shall be subject to the payment of Customs taxes equal to 100% (one hundred percent) of their value.

    Permanent residents in the country returning after the fulfillment of an official assignment abroad for a period of more than 2 (two) years shall be entitled to import their ménage.

    Persons arriving in order to permanently reside in the country.

    Persons arriving in Cuba with an authorization to permanently reside in the country shall be subject to the same general stipulations than the rest of the travelers, and must declare regulated or prohibited articles they carry or are part of their personal belongings.

    However, these persons are authorized to import their ménages (furniture, household appliances, etc.) and for this purpose they shall have to produce in Customs the document - issued by the Direction of Immigration and Foreigners Affairs of the Ministry of the Interior - stating their migration condition.

    Persons arriving in order to temporarily reside in the country.

    Persons arriving in Cuba with authorization to temporarily reside in the country shall be subject to the same general stipulations than the rest of the travelers, and must declare regulated or prohibited articles they carry or are part of their personal belongings.

    Depending on the motives for their stay in Cuba they could - in some cases - be entitled to import one light automotive vehicle.

    These persons shall be entitled to import their ménage as long in the event of their having leased or bought a real estate from any of the Real-Estate Agencies authorized to operate in the country.

    General Regulations

    Upon departure from Cuba all travelers:

    • can export all or part of their personal belongings as non-accompanied luggage;
    • shall declare in Customs any export-regulated items being transported with themselves or as part of their luggage;
    • can export up to one hundred (100.00) Pesos in national currency and up to two hundred (200.00) of the payment instrument designated as Convertible Peso;

    Items intended to export shall not have, in the opinion of Customs, a commercial character.

    Travelers not residing in Cuba can re-export the items they had temporarily imported and, in addition, they can export new or used items purchased in the country with an overall value of one thousand (1,000.00) Pesos. However, the following illustrates cases when this limit in value could be higher:

    Special regulations:

    Cigars:

    • It shall be possible to export up to 50 units of cigars without need of any further procedure.
    • It shall be possible to export up to an overall value of two thousand (2,000.00) Pesos in cigars when producing the "purchase invoice" issued by one of the stores of the official network legally authorized for such trade.

    Travelers shall also be allowed to export cigars in quantities exceeding the above mentioned amount of $2,000.00 (two thousand) Pesos when purchased in stores specialized in trading in cigars. Purchase shall be accredited by presenting the relevant "special purchase invoice"

    -Art items (paintings, engravings, handcraft items, etc.) not being patrimonial objects.

    Such items can only be exported under express authorization issued by the National Registry of Cultural Goods. The value of the items can exceed the authorized amount of one thousand (1,000.00) Pesos.

    -Museum-valuable and National heritage objects or items

    It shall only be possible to re-export museum-valuable items or objects previously imported and to this purpose it shall be required to produce the Declaration that Customs certified while being introduced into the country.

    Currency and other valuables

    It shall only be permitted to export convertible currency and other valuables exceeding an amount of five thousand (5,000.00) US Dollars if:

    • the amount had been previously imported. To this purpose it shall be necessary to produce the Declaration of Value filled and certified on entering the country;
    • the amount was lawfully acquired in the country, which shall be proven through presentation of the relevant bank document.

    Books and publications

    It is not authorized to export books and other publications with editions dated more than 50 years back, nor the ones marked as belonging to "Ediciones R" or bearing stamps of libraries or other organizations.
